Maintenance work is recorded offline and merged on sync. Taking a room out of sale, putting it back, verifying, closing, clearing a safety permit and generating preventive work are prohibited offline — they need live state. Completing work does not put a room back on sale. Restoration is a separate, permissioned decision.
